PLCPD’s Capacity Building Unit offers the institution’s vast experience in policy advocacy. The sharing of these experiences highlights every discussion in every training activity that PLCPD conducts. PLCPD’s continued engagement in national and local legislative policy advocacy, and executive, budget, and, media advocacy contributes directly to enriching its training program.
PLCPD’s training services have also contributed significantly in the institution’s advocacy work as it continues to develop and yield policy champions from the ranks of its training participants. It is for this reason that PLCPD’s training services are being sought not only in the Philippines but also in the region.
Training Activities Offered
Ladderized Training
Level 1: Basic course on Legislative Policy Advocacy on Population and Human Development
The course provides basic concepts on the Population and Human Development Framework, and familiarizes the participants with the advocacy process. It provides a preview of vital advocacy access points in both national and local legislative processes, as well as utilizing social media and working with media in communicating advocacy message/s. More importantly, training participants are provided with basic tools and skills in undertaking legislative policy advocacy including stakeholders’ analysis, political mapping, writing policy briefs and doing P2P advocacy.
Pre-requisite: none
Length of training: 3 days

Level 2: Advance course on Legislative Policy Advocacy on Population and Human Development
The course acquaints the participants with major frameworks and concepts on strategic advocacy leadership and a preview of budget advocacy. It provides a deeper discussion on advocacy action planning, communicating and developing advocacy message/s, fundraising, and network building and partnerships. Furthermore, participants are provided with basic tools and skills in speech-writing.
Pre-requisite: Level 1 policy advocacy training
Length of training: 3 days

Customized Training
Spectrum
This training aims to equip the participants with the right knowledge and skill to manipulate the software application Spectrum. Spectrum is a system of policy models that support analysis and advocacy for health programs. Through this analytical tool, participants can support policy decisions concerning public health and accompanying research.
Requirements: Laptop with Microsoft Office applications, basic skills on Microsoft Excel
Length of training: 2 days
Expected output: health policy analysis through DemProj, FamPlan and RAPID applications
Policy Development and Analysis
This training aims to provide the participants with a working knowledge of the concept, definition, and elements of policy analysis as a policy development tool and an understanding of the framework and structure of policy analysis that leads to the development of policy strategies. More importantly, the training allows the participants to prepare, through a workshop, the rudiments of a policy proposal.
Pre-requisite: Attended Level 1 policy advocacy training
Length of training: 2 days

Advocacy Implementation
This training aims to provide the participants with deeper discussion of advocacy planning as key to the implementation of their advocacy project. This training allows the participants to explore different data gathering and collection method/s and monitoring and evaluation tool/s.
Pre-requisite: Attended Level 1 policy advocacy training
Length of training: 2 days
Expected output: logical framework
Lawmaking and Legislative Process
This training aims to better inform the participants with the national and local law-making and legislation process. In addition, participants are provided with basic tools and skills in bill-drafting, ordinance and/or resolution writing.
Pre-requisite: Attended Level 1 policy advocacy training
Length of training: 2 days
Expected output: draft bill/ordinance or resolution
Communications Training
This training aims to increase the capacities of the participants in communicating population and human development concerns to their respective audiences. More particularly, the training aims to equip the participants with the elements of effective media advocacy and communications, and skills in developing effective communication messages, selecting audience-appropriate and effective means of communications, and negotiation and conflict management.
Pre-requisite: Attended Levels 1 and 2 policy advocacy training
Length of training: 2 days
Expected output: communication plan, media advocacy plan
